Network Utilization

In the taskmanager there is the networking tab with network utilization. My question is why doesnt it ever go over 1% for just regular surfing? Is there some setting limiting that or what?

No, the scale is 100% of your link speed, meaning 100mb most likely. So, 1%=1mb

web surfing is burst data, you get it, and then just sit there waiting for something else to be wanted.

It all depends on how many interfaces you have, my 512dsl line usually shows 87% utilization all the time, while my 100mb lan usually says 0%.
