One problem

Thanks for the feedback Bill. I can get to System Restore, however, no calendar or restore days are displayed. The screen kind of sits idly. Very frustrating! I'm not sure where to go from here. This would have solved the problem if I could have restored from the past.

If you cannot get to the start menu, you can get to system restore as long as you can browse your C: drive. The path to system restore is as follows:
C:\Windows\System32\restore\rstrui.exe
Alternately, you can run it from your taskmanager. Just hit Ctrl+Alt+Del>File.>New Task, and in the dialog box that opens, type " C:\Windows\System32\restore\rstrui.exe" (no quotes).

*EDIT* Missed your post. If system restore is not working properly, probably your best bet would be a call to Circuit City.

If you can get a copy of XP from a friend, you can use your CD-Key to re-install windows if need be. To get your CD-Key, download a program such as Belarc Advisor (google search for Belarc). This will show all software and license #'s on your computer.

Well I tried. Like I said, I don't know XP that well.

One last thought, Have you ever backed up your registry?

Thanks Bill

Good suggestions. I appreciate the feedback. I guess the moral is not to delete registry keys unless you know what you're doing? I guess I'll just try and snag a windows XP copy.

Safe mode reverts to "safe" kind of universal drivers, among other things. Try reinstalling all your drivers.

Alternately you could look in Start>Control Panel>System>Hardware (tab)>Device Manager (button) - and look for anything odd, missing drivers etc.

I can't get to the control panel

I have no icons or task bar. The boot stops once it hits the wallpaper. Then it kind of just sits there.
