Can you help me out(patient)?
I would like to have this image in a usable sizw 1024 x 768, without it looking enlarged. I would also like the note and tabs to be blank so I can add my own labels.

Do you realize what you're asking? It's a 256 color low resolution GIF file and you want it enlarged by over 200% without it looking enlarged? I might be ok at these new fangled computer graphics and stuff but I can't walk on water.
I'll see what I can do, but I got other stuff that I'm working on and don't have a whole lot of time so don't get your hopes up. |

Just to give you an idea of what it looks like at 1024x768, with VERY little touchup work...just a whited out tab and paper, nothing else.
And believe me, I'm nowhere near as good as OuT was 10 years ago...let's not even compare me with him now. http://members.cox.net/techimo/manila%20folder.png
Just so you can see how much work it would take...see all that distortion? That's what he was talking about when he said 256 color gif stretched out WAY beyond normal size.
Why don't you give drawing it from scratch a try? Then you'll have an idea of how hard it is.

I knew that it would be difficult, thats why I went to someone with experience. I can blow it up and make it look like crap on my own.
I thought what might be hard and time consuming for me would be a lot less difficult for someone with more experience, including drawing it from scratch. WTH, if it's too hard then it's too hard, it doesn't hurt to ask. 
Anymore useless suggestions?

I once tried something like this for a cover I was designing. You can see the white dots on the gray where the computer dithered the resolution and color. What I did was opened the file as a BMP in paint or image, I forget, and fixed the dithering by hand. You have to enlarge the image section by section and work on it pixel by pixel. You can really improve the dithering and the resolution of the script that way. It might not be how a ' pro' like OuTpaTienT would do it and it was a lot of work, but I think I was about 85% successful.
