Steam with other HL mods?

Is there a way to install a mod that isn't included in the Steam pack along with Steam? I want to install a Dragonball Z mod called "Earth Special Forces" but I want to install Half-Life anymore. I already have Steam with all of the mods it comes with installed.

you can try installing it to your half life folder in your steam/steamapps/emailadress/halflife/

worked for me with NS Wizardwars and a couple others.

The mod shows up on the Steam Games menu under "Third Party Games" but when I run it I get stuck on the character selection screen. Also, it uses Half-Life maps. Do I have to do anything to activate it or something?
