Help, mobo wont make it past post

I bought a PC CHIPS M916 mobo from newegg.com thinking it was cheap...

For the longest time I turned it on, got to the POST, and the system halted, nothing happened. If I tried to enter setup, it would say "entering setup..." and do nothing.

I tried swapping memory, I went from SpecTek, to K-Byte, to Kingston...no differnces.

Now the problem I have is that the fans come on and everything, but no video output to the monitor at all, and once you power the system on, It won't power down via the power switch. And after it stops powering down, it wont power up until I clear the CMOS. I've even tried two differnet video cards...please help me out!!!

I'm probably all wet, but my gut says the PSU has something to do with this..can you try another?..

It could also be a corrupt BIOS file..but you won't be able to flash it if you can't POST. Check to see if the BIOS chip is soldered to the board or if its in a socket.

PSU = Power Supply Unit

Also inspect the board and look at the capacitors to make sure none are swollen or have "brown stuff" on the tops of them.

Ok, got the Asus board installed, it posts fine and everything, but when It starts to load windows, it reboots by itself. I then get the screen, Windows didnt load right, do you wanna go in safemode blah blah blah. Well Ive tried all the options available, it still reboots by itself. ANY HELP PLEASE? I'm really starting to hate this crap.
