2d O/C vs 3d O/C

I'm overclocking my Radeon 9800 Pro to the max this lovely morning, and came across a concern. I don't like how if I increase my core and mem to their max so that I can get uber FPS in games, that same overclock stay active in windows.

I was looking at a program called RadClocker, and noticed it had overclock setting for certain games. Does this program, or any other, have some function where your card can run at default specs in windows (2d) but then switch to overclocked setting when you run a game (3d)?
