J'rd is on a distinguished road

I have a DVD that plays fine on a TV, but when I try to play it in WinDVD it's really fuzzy. (looks kind of like the entire DVD has the "colored pencil" filter in PhotoShop)

When I play it in WMP 9 it still doesn't look as good as it does on a TV, but it is watchable..... only in the small version though. If I make it full screen it gets pretty pixelated, but not "colored penciled," until the bottom part (time, controls, etc.) slides away after not touching the mouse for a while. Once it goes into true full screen it looks just like it does in WinDVD.

Any ideas?
Thanks

What video card? Have you already updated your video card drivers to the latest release and installed Microsoft DirectX 9?

What are your color settings in the Display Pannel? Make sure they are the highest possible.
