Outlook Express Closes when i try to attatch!!

I am having trouble with a computer here...
Its running XP Home with all the updates and latest version of IE/OE. When ever i create a new message, and then click attatch, an explorer window pops up for me to pick my attatchment and then Outlook express closes/crashes back to the desktop with no error message. I have tried windows update but already have all the updates. I have tried using msconfig and booting up with everything disabled and it still does it. It has no viruses/spyware either. I am gonn atry it in safe mode now and will post back in a second. Does anyone have any ideas?

what all other software is installed? anything like "netnanny"?

I know it sounds weird, but what kind of modem (if any), lol.

they are using charter cable on their dell deminsion 8200. THey have lots of childrens game/learning software installed. Other than that i already cleaned it up a good bit removing "junk" software and other stuff that contains spyware.
