Win 95 is not plug and play, if you are using a PS/2 mouse through a serial adapter you may have to install drivers for it.

Try this anyways:

1 - Re-attach the mouse you want to use (ala-serial port adapter) and power up laptop.

2 - Once system boots to desktop and mouse is still not functioning then go to add remove hardware in the control panel and add new hardware.

3 - Scan for new hardware and install if it detects the mouse, if not add it manually.

Providing that the mouse is functional you should be all set.
