On an Intel-based system (which will be assumed for the sake of simplicity in this article), boot.ini is a hidden, read-only text file stored in the root of the system partition.
"system" partition is msofts way of saying root of the c: drive usually, lol. (whereas "boot" partition is where the windows files are, which could be on any drive etc)
