Outdoors PowerColor ATI Radeon 9200SE, 128mb PCI

Ok, first post and what a post!
Here goes.

Have purchased the above card for my following system replacing my GeForce 2 MX400 64MB, which I have to say works fine.

On installing this new card into PCI slot I get nowt on reboot, not a thing, monitor does not initialise.
Haven't uninstalled any Nvidia drivers as I expect to see at least the BIOS screen to show it's working.

My PC is as follows:-

Intel Celeron 500
Windows 2000 Pro SP4
P6SET ML Motherboard, SIS620 AGP, disabled,share set to 0.
BIOS flashed to latest version.
196mb RAM
2 HDD's
1 52x CDROM
1 3.5" FDD

The PC does issue any video 'bleeps', and I also have bought a second one of these cards from a 2nd supplier which arrived today, as I was under impression that first was D.O.A.

I have tried the DVI slot also in case card set to that socket.
I have unplugged CDROM, Floppy's power supplies also.

Please help or advise, I have sneaky feeling it could be a power issue.

It might have fallen back to prefer the chipset integrated VGA. See whether you get an image there.
Also quite oftenly, people disconnect other stuff when exchanging cards. Check for RAM and CPU thoroughly seated as well as for all connectors firmly connected.
