BOOT PROBLEM

Im running windows 98. My computer will not boot up at all, it just stays at a black screen. I can hear the fan and what sounds like the hard drive spin for a moment but nothing else. There is a red LED on the front of the case but Im not sure what that means. Im sure the video card is good and the mother board doesnt have any visible damage to it. Please help!
