missing PSAPI.DLL

I AM OPERATING WINDOWS 98 AND I DON'T KNOW WHAT HAPPENED BUT SOME ONE WEMT ON MY PC AND WHEN I WENT TO START IT UP THERE WAS A MESSAGE THAT SAID START UP ERROR MISSING PSAPI.DLL. I TRIED DELEATING THE MICROSOFT CLIENT UNDER NETWORKING AND REINSTALLING IT BUT IT DID NOT WORK DOES ANYONE KNOW WHY THIS ERROR MESSAGE CAME UP AND HOW DO I GET RID OF IT. ALL I KNOW IS THAT THIS PERSON WENT ON MY COMPUTER AND WHEN I CAME HOME HE WAS CLOSING IT DOWN AND IT GOT STUCK PLEASE SOME ONE HELP ME

one reply says this "a similar message showed up on my son's computer. after reinstalling the psapi.dll file, another error message came up. in my case, i found he had a browser hijacker program, CoolWebSearch, installed. once we eliminated it using CW-Shredder, all of the problems disappeared. PSAPI.DLL was available at http://www.dll-downloads.com/, and CW-Shredder can be found using a google search. "

and definitely go online and do a virus scan either at symantec or www.antivirus.com
