Windows NT 5.0 & IIS 6

I have a client with a web server that I am ftp'ing into, but will not allow me to change the permissions of files while in FTP mode. It says, "This server does not allow file permission changes.".

Can my client manually change file permissions from the machine at it's physical location, or change a setting somewhere that will allow me to change permissions within FTP myself?
