Kinda scared. just spent savings on PC but it has a weird problem

i bought a pc locally, the guy dropped it off tonight.

ok, it has NO hd, which i knew.

so,

i just booted it up and i get nothing on the screen, along with 1 long beep and 3 single beeps following.

im assuming the video card isnt working, but the fan on it DOES spin.

its a geforce 4 ultra 128mb ddr video card.

i emailed him tonight and this is his reply:

"Most likely your problems will be solved once you install a harddrive. Make sure it’s set to master… Also make sure that all of the PCI / AGP cards are installed firmly in the slots… The computer has been in my garage for a while so reseating the processor/ram may be in order"

the system specs are:

abit motherboard
1.2ghz intel cpu
512mb ddr ram
dvd/cdrw


i appreciate anyones help on this, i spent all my money on this thing and i feel like i might of been ripped off

hard drive has nothing to do with that.

Reseating the cards probably does though. Especially the vid card..they "walk" around in the slot easily. And moving the comp can sure shake em loose...of course the changing temps of garage storage might do that also.

From what I see hereBios beep codes , could possibly be just the video card isn't completely properly seated in the slot........might try pushing down on it and make sure it's completely in the slot.........hope that takes care of the problem.........I'm not 100% sure, but seems like this shouldn't happen whether the hard drive is in it or not as it would be more linked to the bios/video card connection than anything to do with the hard drive........if possible, I would recommend seeing if you can try the video card in another computer if it is properly seated.......

i took the card out and put it back in like 4 times, its def. firm in there.

do you have another vid card to put in temporarily to see if it's video or not?

the pc im right now doesnt have the right slot for the video card , so i have no other way to test it.

but if the fan on the card spins, doesnt that mean the card is working?

reseat the ram?, i thought even if theres no ram in it, it would atleast boot to some kind of screen.

there was a little white piece of plastic in the front of the slot, i took it out to see if it would fix it, it didnt...so do you think that plastic belongs in the slot?
