Well put the processor back in!!!

First question...can you hear any beep codes when you boot the computer? Normally if the computer is not booting properly, there will be a beeping indication that can sometimes point to the problem.
Also, what kind of processor are we talking about here? Did you clean it (and the heatsink) thoroughly before slapping it back in your mom's system?

A little more in the way of specs would be helpful. Do you have a pci or agp card? Agp cards can be tricky to get seated right (I'm guessing it wasn't taken out, but just bumping them in a loose agp slot can effectively "unseat" them.
Something else that will give the same symptom is a bad/improperly seated stick of memory.
My biggest concern would be that the chip perhaps got fried by static electricity during the transfer. My first athlon XP 2100+ went south when I touched it without having grounded myself first. A minor, but frustrating, inconvenience. I felt a TINY electrical shock (just static electricity) and that was the end of my chip. Hopefully whoever was pulling the chips took the necessary precautions.
Do you have hard drive activity when you turn on your machine? If not, I'd be willing to bet it's either the chip or memory. You can try swapping with a known good stick of memory. If that's not the culprit, try swapping (carefully!) the chip with a known good one. Hope this is of some help.

Make sure the processor is set in tightly. When I tried to install my thermal probe under my CPU I had the same problem. After I took out the probe it had video again. Just try resetting the CPU and see if that works

Look on the processor and look for little "bubbles" on the bottom side, and I bet it could smell like burning, atleast my PS did when I got it.
