Setting passwords for file sharing

Windows XP Pro
4 desktops wire-connected via DSL 4-port router (Linksys BEFWS114)

Back when I used Windows 98, I was able to set two passwords, one to let people read my files and the other to allow writing also. How do I do that for Windows XP Pro?

in xp, file & folder permissions are is controlled by ACLs which are tied to user accounts.
