Does "Subscribing to Threads" . . .

. . . decrease performance on TechIMO?

I never noticed 'til now, but I was subscribed to 1000's.

Anyway, does or doesn't it?

I'm pretty sure all it does is flag the thread, so that when there is a reply, the forum checks to see who's subscribed to the thread, and then send an email notification to them.

So, to answer your question, yes... to a certain extent...

It puts more strain on the mailserver(sending the notifications), but only when there's a reply.
