Usually theres a bright led on a mobo that indicates whether it functions correctly or not. If you have such a led, and it lights, the mobo is probably ok.
Most bioses have beep codes to report various errors, if the mobo works, but the processor doesn't, the bios will issue a beep error that you must identify.
It reports either defective ram, defective video adapter or defective cpu.
If your computer doesn't boot up at all, no lights on mobo, it's probably broken, and if the mobo is broken, you can't know if the cpu is broken.
