If you are having "ALOT of problems with my windows " I think you would be better off starting all over from scratch. Copy/burn any data files you want to save. If you have any possibility of virus infection, then I'd suggest zero-writing your hard drive, then re-partitioning and reformating, following by installation of WinMe from the original media CD.
www.bootdisk.com is a good place to get whatever boot disk(s) you might want.
The manufacturer of your HD almost certainly has a utility you can D/L that will zero-write your HD; you can also use the FORMAT command to do a zero-write:

Regarding migration to WinXP... again, I'd start fresh with a clean hard drive. XP offers very good integrated support for USB devices. XP is more demanding of hardware... so if you've got an old, slow box you may be better off sticking with W9x OS.
