lsass.exe and svchost.exe loading down cpu

for some reason those 2 programs have started using the cpu on my old computer so much that other programs cant hardly run. it takes a long time to start up windows. the thing is, this computer is not hooked to internet anymore, so i dont think it's a virus. it started happening when i was attempting to network this comp and my new comp. i forgot to change the old one's ip address before i set the new one to .1 so it had a conflict and this started happening next time i booted up the old system. i also had trouble acessing the LAC settings as it kept closing out and not showing the protocols sometimes. any idea what's happening? i changed the ips so they no longer conflict and restarted the old system a few times and it still is slow.
