Icons not displaying

Not really sure how to explain this - but some of my icons do do display. For example, if you go into the control panel - then to administrator tools - none of the icons display.. The text does - but no icons.. There are several other places where this occurs. I have updated all my grahics drivers and also repaired windows. Does anyone have any additional ideas?

does it seem like it formatted for an icon but its simply white and not showing up? Or is the whole area deleted completely

No they are not white icons.. There are little black dots (maybe 2 or 3) where the icon should appear. Again, not all icons are not displaying - but i can't find a pattern as to which ones are not..
