Nope. No way. Even in desktops, your difference is typically only 2-3%, with 5% being considered the usual "threshold" for humans noticing a difference. Now yes, going from extremely slow RAM timing to extremely fast RAM timing can make a bigger difference (maybe on the order of 8%) but that assumes you have jumped from one extreme to another.
Most laptop BIOS's don't even offer advanced timing manipulation.
