windows file corrupted or missing

Tried to download media jukebox last night but a file could not be found. I tried to quit the download but was warned that windows woud be damaged if I quit. Had to quit because messages kept toggling. Bootup failed this morning. Message- said missing or corrupted file \WNNT\system32\l-intl.nls. It also said to insert Windows setup floppy or CD-ROM and select r (repair) at first screen. Tried using boot floppy and OS installation CD but no indication for selecting r appears. Using the OS CD-ROM I pressed F8 and the following screen appears;

Safe Mode
Safe Mode with Network
Enable Boot logging
Enable VGA Mode
Last Known Good Configuration
Directory Servies Restore Mode(Win 2000 domain controllers only)
Debugging Mode
Boot Normally

Tried each but no repair option was found. When selected Enable Boot Logging some processing was done and am not sure what it was. Had to revert hard drive with Norton Ghost to bring system up. Not sure if I will be able to bootup again if I shut down so seeking some help on how to repair or recover file \WNNT\system32\l-intl.nls. Using windows 2000 pro.

So you're saying that this did not happen when you booted to your 2K disc? Of course, having the drive that needs 2K repaired connected as the primary drive...

Did not verify that CD-ROM if first boot device in bios. Will check and try again. Thanks for that helpful link.

BIOS shows first boot device floppy, second boot device HDD-0, third boot device CDROM. Tried to change from floppy to CDROM but seems values unchangeable. Side menu shows possible boot devices are floppy, LS-120, HDD-0 and HDD-1.

Motherboard is gigabyte ga-7dx+.
