Firstly, that Device Manager notice that the device is working properly only means it is installed, windows knows its there and its drivers are installed correctly..nothing else. The device can be as dead as a hammer (motor dead, etc.) and Windows Device Manager would still say it was working properly.
A full system reboot means to go to start shutdown, and shuts the system off...for maybe 2 minutes and then back on..and it will redetect everything again. He wants you to do this because sometimes Windows does not load the proper drivers and read the .inf file in order to run the device..sometimes a reboot will fix that (for right then).
Most times when a disk is placed in a CD drive and all it does is spin and spin, the laser is not working...the laser must locate the leadin track on a CD so that it will know what to do...if it does not find that lead in track, most will give you an error...usually telling you that there is no CD in the tray, it says that because the laser cannot "see" the lead in track to know that a CD has been placed in the track.
