computer won't boot

I just added a amd xp 2700 to my system

this is my system
msi kt4vl
ati radeon 9700 pro
creative soundblaster live
pc 2100 256x2 512x1
and then the new processor

when i first installed the processor i set it at 13multiplier and 166fsb.
i kept the ram at auto and the voltages at auto

when i reset i can't boot up at all, no post no nothing

so i tried a few different things, setting the fsb at 133. setting the ram at 266(in case auto wasn't working) nothing works so far.

i have very good cooling (brand new ocz fan) and arctic silver 3 compound, applied exactly as specified in the directions.

what am i doing wrong?

I'm no expert, but if you have another computer (with compatible hardware), swap the chips and see if it works, to isolate the problem. You could have destroyed one of the chips?

Is this a new build or just upgraded the CPU?

Just upgrade to the cpu. I highly doubt that I destroyed the chip as this is not my first processor install. Of course the old chip works still (it was just too slow for my standards). I can access the bios, its just after setting everything in bios that I cannot boot up. I have to clear the cmos in order to even boot up again.
