Outlook 2003 mail notifications

I haven't been able to get any of the new mail notifications to work on any of my computers. I had the beta version and it didn't work there; thought it was maybe a beta issue. I've since upgraded to the full version, same problem. Can anybody shed some light on this besides the usual MS bashing??? Thanks!
