I don't quite understand what you're saying, but from what I think I understand, you need to target the link.

eg. you've done soemthing like this->
<frameset>
<frame src=links.html name=links>
<frame src=main.html name=main>
</frameset>

now withing links.html you have something like this->
<a href="mybio.html" target=main>this is my bio</a>
-M

well ok i wanna make it easier... like instead of updating the whole site like the one highlighted in read

ok now the read arrows are pointing to thing i have to update weekly and if i was to make a new page with that on there i would have to go to each page and change it up.. and what i want it that to stay like that on just one page while the front changes only..

If you set up PHP-Nuke or PostNuke you could set up something like your talking about. Look at my site, www.r4nd.com. The left and right blocks stay the same, but I can add news to the center block any time from any where.

What web software do you use?
If you use a program like dreamwaever you can setup your page as a template. Then whenever you want to create a new page it already has all the side stuff ready for you. Also, even better, when update the template, any site built with the template automatically gets updated.

I guess this sort of isnt what you want, but itd work well enough

edit---

I used this template method on this site:
http://www.netsync.net/users/drpmkp/MainBeta3.html

Each page I just edit the middle section, and when i update the tempalte everything on both sides changes for every page automatically
