Win XP and the System Policy Editor

I rarely use Office XP but sometimes I have to. One of my pet peeves is with the "Recently Used File List". I have gone into Tools/Options/General and unchecked the Recently Used File List feature many times and then I open a .DOC file someone sent me from another office and then the Recently Used File List is checked again and set to 4. Because I share my PC I don't others to see what I am doing. I don't why it behaves like that. Anyone know?

I tried to solve this annoyance myself so I searched Google and found a solution. The solution starts with "Start the System Policy Editor...". Where the heck is the System Policy Editor in WinXP? I know about Poledit in NT and Win98 but I don't about anything equivalent in WINXP PRO.

They don't mean Local Policy editor - do they???

I tried to find the answer to both of these questions but I came up dry.

Anyhelp will be appreciated.

Thanks

Dan Maday
