won't boot unless CPU L1 cache is disabled

I have a computer that won't boot unless CPU L1 cache is disabled. Previously (night before) it rebooted without warning (3x). I found the processor's heatsink was clogged with dust and the temp was showing 71c for that processor. I since cleaned the dust and processor temps are normal now. BUT it won't boot into Windows without disabling CPU L1 cache.

Would it be likely that the processor or mainboard is bad due to overheating (if yes, which one)?

Btw, I tried using a new hard drive and installing Windows but the setup procedure always dies out in the same spot.

Sorry to bring the bad news....
I had an AMD K6/233 that did the same thing (minus the overheat episode)
The Manufacturer's TS agreed with me that the ProC's L1 was bad , and instead of making me ship the darn thing off to them , they agreed to send me a new CPU (after I had already changed out the MoBo - on their reccomendation)
I was on a first name basis with the service manger [Mr. Mike Singfield] @ LegendMicro back then ...
Due to the overheating , you more than likely FRIED the L1 cache on the CPU....
Buuummmer!
You can also run MeMTesTx86 to VERIFY that the CPU's L1 is toast.
There are many configurations available to test with/without CPU cache .
Hopefully you have a less expensive AMD CPU instead of a higher priced Intel !!!!!

Thanks for the input sfw1960 & John. Clearing the BIOS had no affect but removing one specific processor allows it to run (this is a dual AMD processor machine).

I'll try the memtest later to help verify what I suspect. Perhaps it's time to upgrade these AMD 1800MPs anyway.
