Can I change this annoying, but normal taskbar behavior?
As I'm sure you all know, when you click on an app in the taskbar, it comes to the foreground. Click it again, and it minimizes. Is there any way of changing that minimize-on-second-click behavior or am I stuck with it?

change it to what? I'm pretty sure you cannot change this behavior, but there might be a workaround, depending on what you want it to do.

Change it to nothing. Disable it. If I ever click it again, it's accidental.
I doubt it's possible, but I decided to start this thread just in case. It'll be nice to be proven wrong.

I did some investigating, and found no solution... or rather, found no one who really needed this behavior changed
If it really bugs you, you could just auto-hide the taskbar. (Right-click the taskbar -> properties, -> auto-hide..)
Otherwise, you could download a new shell that behaves exactly the way you want it.
Thirdly, you could get an optical mouse to increase the accuracy of your pointing, so that you don't 'accidently' click it

okay, maybe i should be more specific. I have Windows XP, which has that feature where multiple windows of the same app only get one button. So I would click the button, then choose which window I want to go to. However, there is no indication in that menu which app has focus right now. So I might genuinely think it is a different window, and end up minimizing a window I'm not interested in minimizing. Also, I might, without thinking about it, simply click on the window that already is in the foreground just to make sure it is there, and be totally surprised over and over again when it minimizes on me.
It's not a case of accidently clicking in the wrong place. I do fully intend on clicking where I click.
So I guess it can't be done. I expected as much. I'll have to figure something else out, I guess...

It does help, but I tend to have lots of windows open to have to skip through. For example, right now, I happen to have 19 browser windows opened.

Start, Settings, Taskbar and Start Menu.
Remove the check for Group similar taskbar buttons.
Now increase the taskbar to 2 or 3 lines.
Now when you have lots of programs or windows open, the highlighted one is the one with focus.
Cheers!

Call me stubborn, but I like the taskbar to have only one level. I can't stand it when it's bigger. Thanks anyway, tho. The grouping is very useful, considering the alternatives (either a huge taskbar or that little scroll thingy that shows when they don't all fit).

Set the taskbar to Auto Hide and it isn't big at all. I use to be a single line taskbar kind of a guy. Now I use 2 line.
I have my addressbar on the lower line and I don't show the clock. This creates real-a-state. Along with the Auto Hide feature, it worked great.
Cheers!
