Can you adjust the memory clock separately from the CPU fsb on that motherboard? I'm not too familiar with VIA KT400 boards, but if you can, try setting the memory clock to PC2700 speeds, and leave the CPU FSB at 133MHz (266DDR) and see what happens. If it's rock solid, then it's most likely the CPU. If it's flaky still, it's probably the memory. In that case, you're going to want to check the memory manufacturer's specs as to what voltages and timings you need to run it at (not all memory is created equal), and if it is, then RMA that. If the system is fine at 133/166 (266/333DDR) then RMA the CPU, or increase the core voltage. But, if it were me, I'd RMA it instead of upping the core voltage. It's a new CPU, and it should run at default voltages.
Quick question, though, what kind of Power supply are you running, and can you give full system specs?
