I disagree entirely, and I wouldn't sign a policy that said I can't take pictures at work. Now, if I took a photo of something IMPORTANT--say a new car design, or a top-secret product, or computer code that a competitor could use...by all means, that's fireable.
But taking a picture on the premises REGARDLESS?
Screw that. I don't work for the Nazi party, and I'm amazed at the sheep here that would take this as some kind of "right" employers have.
Well, actually le me rephrase. If you sign the paper saying an employer has the right to fire you for taking pictures, then yes, they do.
But there's no way I'd sign that piece of paper.
Then again, I'm self-employed and have been one way or the other since the age of 18.
