schedule power up and shut downs

my friend has winxp home, and she has a tv card. she wants to be able to schedule her pc to turn on and off to record tv programs when she isnt there. i know to shutdown, you can just use task manager to create a task to run shutdown.exe, but what about powering on? this isnt possible right?

the only thing i can think of is to let it go into hibernate or standby. she is connected directly to cable, so "wake on LAN" inst an option.
