If you just print in black and white, I strongly recommend HP laser printers.
If you want an ink printer, get an Epson! My C82 is fast, the quality is absolutely perfect and I love how it has 4 separate ink cartriges - black, red, yellow, blue. The drivers support colating, reverse order, double sided printing, and weird stuff like mirroring, rotating and watermarking (pretty useless). The photo quality prints are just amazing

. I've also used my printer to print on transparencies; it worked out perfectly.
I've seen the C82 at Staples for $70 upfront cost meaning no mail in rebates or anything. $70 falls well under your $200 limit. I don't know if that $70 included ink or not...... Black ink costs about $30. Each of the 3 colors cost about $15. If you want a full set of ink it'll set you back around $75 (more than the damn printer!).
As you already know, ink is extremely expensive. If you just use black and white, get a laser. If you want the colors and photo quality print, get an Epson
