Limiting incoming/outgoing bandwidth?

Is there a way to limit a computers incomming/outgoing bandwidth? I am getting cable tomorrow (w00t!) and am going to have 3 computers on the network - 2 are mine - and then theres my brother. He's known for downloading stupid DELETED, so I don't see any reason he should get very much of the connection. He's on XP Home, and my 2 pc's are on 2k pro. I was told something about the QoS Packet Scheduler? That or is there any software that does this? Making my own router = out of the question. I use both of my pc's and need them both on windows.

question tho. are you paying for the cable? or your parents? how about talking to him and asking him to limit what he does. saying that he will have to be downloading and upload a lot for you to notice a decrease in speed. as long as he doesnt leave the p2p progs running, you should be fine

Him and I split the costs. Though I own the networking equipment, we didn't split the costs on everything (that ass).

I'll try the link you gave me, that or just unplug him from the router once or twice a day.
