How to disable IE opening automatically when i connect

I have accelerated dialup service with supra connect from supratelecom. I have my IE homepage as blank but whenever I connect IE opens automatically and displays supra's homepage.
I have my system configured to automatically open outlook express on startup, connect, and check for messages. after about the third message the browser pops open and interferes with message retrieval creating errors. when i recheck for messages they are recieved ok. Tech support is telling me there is no way to turn off this browser. I am running Norton internet security 2003 maybe i could use it to block the browser from opening automatically or is there a way to tweak the software?

Well there are a couple of things you can do to at least get your mail without having IE run.

1) Click the OE icon (looks like an envelope), to check your mail. You don't need to run IE to check mail.

2) Turn off the "Send and Receive messeges at startup" function in OE, then wait for the crap to in IE to stop, then check your mail.

I think tech support if full of dung as far as disabling the browser.
