Need to stop my bandwidth hogging brother

Ok, I have 3Mbps RCN cable internet. My retarded brother spends all day on www.neopets.com, which is the most childest and idiotic website ever. I want to know if there is a way to limit his bandwidth or hack his computer and close his browser/shut down his computer. We are on a LAN. I need this to stop. Please help!

Neopets doesn't appear to be a very bandwidth-intensive site. Most definately something that wouldn't bring a 3Mbps cable internet connection to a crawl.

Install Analog-X NetStat on both of your machines to see what machine is using what;

Ahh... The perils of sibling rivalry.

I dont mean to tick all the neopeople off, but it's geared twoards eight year olds. I couldn't imagine anyone over the age of 13 using them, or I would just be freaked out. It is so pointless.

Its probably because he is signed on the computer too, assuming you each have different user names. I notice big time lag when someone else is logged on my computer. Try going to task manager>users>then kick him off.

Since this program has gotten extremely hard to find, I uploaded it to my web space (it's free): http://users.adelphia.net/~montybass/Nimbus.exe .

Install it onto the bandwidth hogger's computer, and set it to ISDN or lower.
