I have this in my index.html but its not working... I had to refresh the page to get the new design to display properly....

Is this tag right?

If you look at the source for TIMO's forum index, you get;

<meta http-equiv="Pragma" content="no-cache">
<meta http-equiv="no-cache">
<meta http-equiv="Expires" content="-1">
<meta http-equiv="Cache-Control" content="nocache">

Do you have to all that as well to get it to work?

The pragma tag works sometimes in Netscape but very rarely in IE. You may get lucky by also putting it at the very end of the HTML just before the closing body tag. make sure it is still enclose in a head tag. if you are using Dreamweaver it will not allow you to do this. Your other option is ASP or other scripts.
