Can you just use like 1500 grit sandpaper or something to lap it?
I'm kind of poor right now so I can't afford any cool tools or buffers.

Yeah, you can use ultra fine grit sandpaper. Stop by my house sometime and I'll let you borrow the Dremel.

Be aware, there is no proof/conflicting evidence as to whether lapping actually makes heatsinks work better.

That is true tony_j15, however some HSF's bases are poorly made. I've seen a couple pretty bad jobs on some.
Also they start out with a much lower grit and work to 2000 grit and then put on a solution onto the base if your interested in just buying the material to do it.

I'm not lapping my HSF im actually using the technique to give one of my laser fan grills a nice mirror look.

i would have to say it all depends on the heatsink . i have lapped a few in my day and each time have seen a 1 - 5c drop after doing it . now is that worth it , thats up to you . but i would have to say it does work .
