ok, several questions.

Does it show up in bios? or when you are booting do you see it listed on those black and white screens? (when it is detected ide devices etc)

If you go into bios, under 'standard cmos" (or whatever the first thing on top is) and you set everything to auto..does it show up then?

Or...just tell us what you have listed under "standard cmos"

Is there anything in your device manager listed with yellow question marks??

Did the old one ever work?

Is the DVD on a cable by itself or with another cdrom or with a hard drive?

When you put the new one in, how did you have the jumper set??

Also..a possibility is that the IDE cable isnt sitting all the way down into the little slot on the motherboard. Press it down and make sure it is seated in there good.

Are you by any chance using an 80 (UDMA) cable to connect both your harddrive and your DVD-ROM. I have had problems in the past like you are describing when I do this. Your DVD-ROM should have a 40 pin cable and your Hard Drive may need an 80 pin cable...
