No active desktop setting

Hi i have had to revert back to my old puter and then formated but came across the old problem of no active desktop setting when right clicking and also in Start - Settings. I know there is another way to activate it from what the tech helpline has told me in previous occasions, can anyone help ? pls

Double-click My Computer, and then click Folder Options on the View menu.
To enable the Active Desktop, click Web Style on the General tab, and then click OK.

To disable the Active Desktop, click Classic Style on the General tab, and then click OK.

Thanks, but that doesnt work, if this is any help ....when i had this problem before the tech guy i "think" started off with gettin me to enter in to start-run ....... then i cant remeber as i dont often use this puter but this always happens when i have formatted the puter
