where could i find a fan like this or how could i make it??

these look like common case fans with some sort of cone attachment glued to center and painted to match.
its possible he found these this way somewhere but I'm pretty sure he modded them himself

easy to make the hole is a fan port found at most mod sites his is molded in a painted. and the fan is just a crome fan with a crome model rocket tip from a local hobby shop
