Since you don't list a DVD encoder device, I assume you're using a software decoder program like WinDVD or PowerDVD. If that's the case, it looks like it's just a little too much for your computer to handle. Your low on processing power, and your memory is at a minimum.
I had a Pentium II running at 500mhz with 256MB and my video card was a NVIDIA TNT. DVDs would not run using a software encoder. I picked up a Creative DVD encoder card which connected to my TNT with a cable. DVDs ran great after that. It wasn't until I upgraded to a P3 running at 800mhz with 512MB, and a NVIDIA MX400 card, that I could run DVDs with a software encoder.

Lets back up some. What is your video card and your soundcard? What OS are you running? Are all your drivers up-to-date? Do you have the latest version of DirectX installed? How many programs are running in the background?

TNT2-M64, aside from being a SLOW card to begin with, does not have DVD decoding hardware.
Move on ... any simple Radeon, even the 7000 series, will cure it.

I'm sorry, but as I stated in my earlier posting, your system is underpowered. Peter's suggestion looks like your best option without spending too much money. Good luck.

Also, do you have your DVD drive running in DMA or Ultra DMA mode?
