"skipping" video?

I have a water cooled GeForce 4400 overcloked to 4600 speeds. I have noticed that in extremely graphic intensive games, my card will "stop" or slowdown for a little bit. These slowdowns can be anywhere from half a second (usual) to 30 seconds! while playing Splinter Cell. I have clocked my card down to default, and then underclocked it. While the longer stops aren't there as much the little ones keep coming up. It like the games are lagging. The best way to explain it would be to imagine your in a car and you keep hitting gas, break, gas, break, gas. Taht is how these games are playing.

I know this is hard to explain, so I snagged my digital camera and recorded a few seconds of the X2 Rolling Demo.

Watch some of the videos and maybe then you can tell me what the problem is. I realize thata the quality if horrible and the camera kind of masks the effect. Look the the "Trade" words in the first video, and (if you can see throught the darkness) the asteriod part in the 2nd video, and the last part of the last video.

You think my card just CAN'T handle it?

NOTE: this has only happened in dx9 games.
