make sure it's set to OpenGL and that you get a fresh reinstall of drivers.

its in opengl, and i have the driver of the nvidia site for xp.

as long as im not moving or shooting, or around any action the card runs fine at 99fps. but as soon as a lot of fighting starts and i can see it the fps drop.

is there some setting i need to do for the card? i mean it use to work fine

I can be almost sure that this is the cause:
Make sure AA and Anisotropic Filtering are off, I know I've left them on by mistake and wondered why my framerate goes down the tubes.

If CS is running at 99fps, this means you don't have VSync turned on (and you should). Go into your Display properties and turn it on.

I myself have a card almost the same as yours (Ti 4200 at 300/545 aka Ti 4600 core Ti 4400 memory) on an AthlonXP 3200+, and CS runs at a solid 60fps even with 4x AA and 4x Anisotropic Filtering on at 1280x960.

Hope this helps!

Control Panel > Display Properties > Settings > Advanced > GeFofce4 Ti 4400 > Performance And Quality Settings

Slide Anti-Aliasing to "Off" and same with Anisotropic Filtering. Don't bother putting it to "Application", games don't use it most of the time.
