weird bootup problem

I got a quick q. Whenever I boot up my computer, my moniter keeps refreshing every second. It is very annoying and makes it take forever to boot up the computer. It only dissappears when I run a program, like Internet explorer. The text is also all messup up with overlapping when the windows xp icon ( you know, with the moving bar across the bottem) appears in the boot up or when a scan-disk is run.

My specs are
2.26 p4 w/ 533 fsb
ECS (Elitegroup)-VIA Apollo P4X266
512 sdram ddr 133-266 mhz
a geforce 4 ti4600 128 mb graphics card
windows xp
an 80 gb western digital Hd

I recently upgraded the graph. card from a geforce 4 mx 440, but this problem hasnt started happening until recently. I have all the current drivers for the graphics card. Thanks for the help

Try putting the old card back in and see what happens ??? Or delete the current drivers and re-install the ones that came with the card. I tried to update drivers on my Leatec card and lost ALL video. You never really know what's going to happen ???
