When you tried to get your processor to run at "2100xp" speed, what did you have the fsb and cpu multiplier set at? At higher fsb speeds, you may be bumping into the speed limit for the ram, or one (or more) of the pci devices.
Normal pci bus speed to 33.3mHz (fsb @ 133mhz/4). At 150mHz fsb, you are asking your pci devices to run at 37.5mHz... at 160, they would need to be capable of 40mHz. (Note, if you have a KT333 or KT400 chipset, the 1/5 pci divider doesn't kick in unless you set fsb to 166mHz.)
Also, when pushing ram, it is often beneficial to boost vcore. I run the ram in my overclocked pcs at +0.3v over default vcore (e.g., 2.80 instead of 2.50). Also, if ram is your limiting factor, change to less aggressive ram timings.
