Can't Install WIN 98se on ITOX MOBO

[DRF138]

I am at my wits end with this motherboard after solving serveral issues I cannotinstall windows 98 se
I get all kinds of error messages...
When attempting to install from cd (booting from cd)
I get error loading USER.exe
or Error Loading GDI.exe

So this is what i did I installed win98 on a seagate 40gb on this computer
than swapped the drive into the chassis with the itox motherboard...
The error 1st is While initializing configmg:
Windows protection error. you need to restart your computer.
I restart and I am in the start up menu
normal won't load
Logged won't
safe mode restarts computer
didn't try safe mode with network support
step by step confirmation restarts after win 98 logo appears (Load GUI)
Command prompt only works and I can open/edit the autoexec.bat
command.com config.sys.frunlog.txt & netlog.txt
Under files (though there is nothing there)
and i have yet to open any of the directories I am going to now as we speak...I am going to try windows first the second selection down from PROGR~1
items 3-4 (though not numbered are [-a] [-c-] [-d-] opened windows got lots of files to choose from...any ideas on what the hell to do to get the os to run on this motherboard???
