Kids Resizing C Drive

I am trying to resize my C drive using partition commander 7, taking space from my storage "D" area. The reason for this is that I have only 10% free space on my C drive. I don't know why the free space is so low. I have moved all files possible to the storage area, but only gained 1%. Everything worked perfectly as far as adding free space to C until I try to resize and increase C using the new free space. I keep getting a message regarding a I/O disk error and cross linked files. I have run CHKDSK /F several times but still can not resize. The vendor of partition commander sent me files that were suppose to remedy the problem, but the files did not help. The vendor finally suggested that I move any important data to D and then delete C and then create a new partition. I would prefer not to perform this task unless it is the only way out. If anyone has a different suggestion it would be greatly appreciated.
My system: OS Win XP Pro
C: NTFS Capacity: 4998MB Free Space: 508MB (10%)
D: NTFS Capacity: 2499MB Free Space: 1655MB (47%)

loss of space on c could be related to the system restore files using up the available space, it is a common reason for running out of disk space when you are not expecting to

chkdsk isn't going to repair the crosslinked files you will need to do that via scandisk
